Austin e3f2cb814e Clean up build warnings and bump version to 1.0.1 
- Target test project at net8.0-windows to resolve CA1416 warnings for
  DPAPI-backed (ProtectedData) stores that are genuinely Windows-only
- Only set PublishProfile when the profile file exists, resolving the
  NETSDK1198 warning for the missing win-ARM64.pubxml during CLI builds
- Bump app version 1.0.0.0 -> 1.0.1.0
